I think both this sign and the WHAT-SHRUG are both ASL. I have found nothing in my research to suggest that this sign is a SEE sign.

I've also seen the 'what' sign done with open palms up by the side - hands moving toward and then away from each other. Does anyone know the origin of this?

@ Sandra I've seen this variation as well i'm not certain but i think this variant is derived from a sign language called CASE or Conceptually Accurate Signed English. I use it when i'm signing
