They're not the same as their movements are slightly different. Beer and brown are minimal pairs. "Minimal Pairs are two signs which share three out of four production parameters: handshape, movement, palm orientation and location." In this case, they share everything except movement. Beer is the B-hand moved down the side of the mouth twice and brown is once. :)
