Many times the initialized sign that moves like the shape of a 7 is a name of a big city, so your Deaf friends may be correct for Indianapolis being signed that way in their region.

I've been told by Deaf individuals that option 2 refers to the city of Indianapolis and that option 1 refers to the state. I live in Illinois and wonder if that distinction is regional.
