Is this sign essential in most cases?

Like, if I want to sign "I am learning to sign at school" would phrasing it as: "I LEARN SIGN AT SCHOOL" be appropriate?

it depends on if using more ASL or not

The answer to your question depends on if you are using more ASL signing or if you are signing more PSE or English word order.  In ASL you could sign LEARN SIGN ME WHERE??  SCHOOL.  In that case you wouldn't even have to use the word AT but if you are working with a child and reading the word AT and want them to use that sign, this is the sign you would use.
