On another ASL tutor/training website, I've seen "you're welcome" signed as a swooping or scooping motion from near the mouth to the belly.  Seems to almost start with a lazy "thank you" that rounds back into the body. Is this official/alternate ASL, English Signing, or maybe a type of slang for a particular region?

Yes, this is a exaggerated/dramatic way to thank someone.‎Thank you and you're welcome are the same sign.
