Touch fingertips below the shoulders then "puff out" just a bit as the hands move down and move back in to touch the belly (or below the ribs). A blouse is for a woman, and the hands "puffing outward" (away from the body a bit) indicate the female figure. Do not exaggerate or you lose all meaning of this sign.
